White House had expressed concerns regarding the possible illegal use of the substance as anti-personnel weapon.
Israel responded to accusations this week that its military used white phosphorus as munitions in an October attack against Lebanon. White House spokesperson John Kirby said on Monday that the United States was “concerned” by reports that Israel used the toxic substance against humans, which would violate international law.
The Israeli military stated, “The IDF uses only legal weapons. The main smoke shells used by the IDF do not contain white phosphorus. Similar to many Western armies, the IDF also has smoke shells that contain white phosphorus, which are legal under international law.”
The United States regularly supplies Israel with white phosphorus to be used in small amounts as a smoke screen.
Israel has previously used white phosphorus against humans. During the Gaza War of 2008 and 2009, Israeli forces launched white phosphorus bombs into Gaza, severely burning at least 50 people. Israel initially denied the claims but later confirmed their legitimacy after multiple external investigations.
